There is no off position - that is the way it was engineered.
"Off" is automatically triggered when the engine vacuum is removed from the tap every time you shut the engine down in both the On and Res positions. On Prime the fuel tap is open and bipassing the vacuum controlled off position.
However, you should not see any "wettness" around the fuel tap - if you do - check the hoses and make sure they are not seeping a tiny amount.
